environment. let's start with the chuck hagel filibuster situation. senator mitch mcconnell said, i think the president is entitled to an up or down. that is simple majority vote on nominations, both to his cabinet and to the executive branch and also to the judiciary, clearly the republicans have somewhat changed their tune on the that. but if we do see, as we're seeing now, a sort of filibuster on nominees is this going to be the new normal now in washington? >> the consistency is not a virtue any longer, but what i'm surprised about with respect to the senate actions here, i serve there had the last 189 years, left two years ago, i served with chuck hagel, he served there 12 years and i'm very surprised that people who served with him in his own caucus, he caucused with them every week, they know him as a squad leader and infantry man who was twice wounded, he has two purple hearts by the way. they're suggesting somehow he's unworthy? it's unbelievable to me, every time you think this is sort of the nth degree of gridlock, i hope you dpind enough republicans who say we know chuck

in the senate. but president obama's nominee for defense secretary, chuck hagel, he does have majority support in the senate. what happened today is that a minority of that body, the republicans, decided that they were going to block him anyway. never happened before. they filibustered a cabinet nomination. in the past over the years there have been a couple of token efforts at maybe doing this in the past, that got a handful of votes, didn't actually slow down or stop anything. but the minority actually blocking the nomination, that is a whole new thing. this is a fresh hell in american politics. and that is why before today even republican senators said it would be nuts to do this. before today these senators, these republicans, for example, all said, yeah, listen, i might be opposed to chuck hagel for defense, i might vote no on his nomination, but i'm not going to blow up 220-something years of precedent and filibuster the guy. i'm not going to block there being a vote on him. we've never done that before. republican senators john mccain, ray blunt, roger wicker, lindsey g

the confirmation vote for defense secretary nominee chuck hagel. another vote is expected in the next few weeks. now for the scandal that continues to spread. a company in the south of france whose meat and did up -- ended up on supermarket shelves is accused by the french government of knowingly selling horse meat as beef. our european correspondent christian frazier reports. >> tonight, it was the french company spanghero in the dock, and the minister of consumer affairs said they sent out horsemeat as beef. >> spanghero was the first actor in the food chain to import horsemeat as beef. >> in a french newspaper, an invoice for one of the three ships that spanghero was said to have ordered in january. the total volume, and 42 tons. the ceo still insists that its company received a beep and sold but what it thought was beef. the ships travel by this facility in the netherlands. french authorities believe that spanghero ordered the course made -- horsemeat and sold it as beef. the could contain up to 100% horse. and other person in that food chain, this man, a dutch meat trader. h
